Alameda County Labor Trafficking Task Force

H.E.A.T. Watch – Labor was started in 2015 by a directive from D.A. Nancy O’Malley. It developed from prior work by the Worker Protection Division, whose cases and initiatives leverage criminal penalties toward justice for exploited workers. The labor team meets quarterly. It includes government organizations at all levels, community based organizations, law enforcement, and other stake holders in the fight to end exploitation of vulnerable workers, and human trafficking more broadly. The purpose of the group is to develop and vet best practices in the enforcement of labor exploitation and the rendering of services to its survivors. To that end, partners collaborate on:

  • public outreach to raise awareness about the forms labor exploitation takes and its prevalence in our community;
  • operation planning to ensure that survivors encountered by law enforcement are properly identified and receive appropriate services;
  • developing response and service referral protocols;
  • training on the many facets of survivor needs and possibilities for response and assistance;
  • public policy formulation and advocacy.
